How many neighborhoods does Portsmouth have?

Where are the public bathrooms?
Public restrooms can be found in the parking garages. There are also restrooms available at Prescott Park and the Portsmouth Chamber Visitor Center.
What are the rules for handicap parking?
Parking for handicapped drivers is free in any legal space, but there is a 3-hour time limit on all spaces, handicap or regular, in the high-occupancy meter zone.
The city provides 65 handicap spaces, 16 of which are on-street handicap spaces. There are also 18 spaces in the High-Hanover Parking Garage and two at the Worth lot for handicapped drivers who need more than three hours of parking.
